Corruption that Kills: Why Mexico Needs an International Mechanism to Combat Impunity

In 2017, Mexico experienced its deadliest year in two decades, with homicides exceeding 25,000. Despite the many crimes which have been committed in Mexico, however, criminal accountability still remains virtually absent. The extraordinary violence Mexico is experiencing, and the questions it raises about collusion between state actors and organized crime, demand a commensurate response.

This report published by the Open Society Foundation calls for an international mechanism – based inside the country but comprised of national and international staff – which would have a mandate to independently investigate and prosecute atrocity crimes and the corrupt acts that enable them. This report follows the Open Society Justice Initiative’s 2016 report, Undeniable Atrocities, which found reasonable basis to believe that Mexican federal forces and members of the Zetas cartel have perpetrated crimes against humanity.
