A Roadmap for Operationalizing a “Whole of Society” Approach to Preventing and Countering Violent Extremism Conducive to Terrorism
This toolkit was developed to support the operationalization of the Global Counterterrorism Forum’s (GCTF) 2020 Memorandum on Good Practices on Strengthening National-Local Cooperation in Preventing and Countering Violent Extremism Conducive to Terrorism (further referred to as the Memorandum). It is designed to provide policy makers and practitioners with practical guidance and examples of good practice for enhancing national-local cooperation (NLC) for preventing and countering violent extremism conducive to terrorism (P/CVE).
The Memorandum was developed in recognition that sustainable and effective efforts to prevent and counter violent extremism require a “whole of society” approach that incorporates the coordinated and collaborative efforts of different stakeholders at local and national levels. While this approach is becoming increasingly applied globally, many countries are facing gaps in the systems, structures, and processes needed to realize and strengthen cooperation between and among actors – government and non-government alike – who contribute to P/CVE at different levels.
