Recidivism refers to re-offending after release from imprisonment, probation, or parole, measured by rates of re-arrest, reconviction, or re-imprisonment.

A significant portion of all crime is committed by recidivists. Punishments, in particular prison sentences, are not always effective at preventing re-offending. A holistic, evidence-based approach to reducing recidivism, combining individual rehabilitation, systemic reforms, and community engagement should be adopted.

This toolbox focuses on programmes during and following incarceration, and identifies risks for re-offending and factors for a successful rehabilitation and desistance.
