Abstract:Countering terrorism implies various dilemmas for the many different professions involved, from intelligence officers to social workers. This research on ethical dimensions of counterterrorism is intended to meet those dilemmas and related questions. Doing so, it can contribute to strengthening professionalism and legitimacy. The objective is to explore the potential added values of applied ethics in the field of counterterrorism. Major research questions are: What types of ethical dilemmas are counterterrorism professionals facing? What tools and instruments are available to meet those dilemmas in the daily practice? What can be the added value of applied ethics in counterterrorism to counterterrorism professionals in general and the tool of Moral Case Deliberation in particular?

Vita:Michael Kowalski is guest researcher on the ethics of counterterrorism at the Institute of Security and Global Affairs of Leiden University in the Netherlands. His main profession is Strategic Analyst at the office of Netherlands National Coordinator for Counterterrorism and Security. He has worked for 15 years in the field of counterterrorism in different governmental settings.
Michael is co-founder and member of the steering committee of the European Expert Network on Terrorism Issues (EENeT) and chairman of the Netherlands Intelligence Studies Association (NISA). Michael holds a M.A. in Peace Studies of the University of Notre Dame, Indiana, USA, a M.A. in Political Science of the University of Amsterdam and a B.A. in Political Science, Social Science and History of the University of Bremen, Germany. Michael is certified as facilitator in Socratic Dialogues and as facilitator of Moral Case Deliberations, a central tool in his application of ethics in the field of counterterrorism.
His research builds on Contraterrorisme en ethiek (Kowalski & Meeder 2011, Dutch) and Handling ethical problems in counterterrorism (RAND, 2014). Later in 2016 he will publish the reflections of researchers, practitioners and ethicists in The Ethics of counterterrorism (Boom, 2016).
