Anti-terrorism Act in Korea
Dr. Jea-Hyen Soung
Korean Institute of Criminology (KIC)
As it can be seen from the IS terrorist attack in France, terrorist attacks nowadays do not only occur at governmental institutions and economic hubs, but the attacks target civilians in ordinary environments. In this respect, an awareness that Korea is no longer a safe zone from terrorism has spread, and the demand for comprehensive and systematic measures against terrorism is increasing.
The most important part of anti-terrorism measure is prevention, and it is the obligation and normative proposition of a state to prepare an anticipative measure to secure the freedom and safety of its people from the clearly existing dangers. This presentation examines the security environment and terror threat factors of Korea from the preventive perspective, presents the anti-terrorism measures of the Korean government and introduces the issues on the anti-terrorism act legislation.
